Tom Conboy
Urban Innovation Fellow, NYC Department of Citywide Administrative Services
Tom Conboy is a New York-based program manager driving urban climate innovation and decarbonization by bridging technology, policy, and entrepreneurship. Most recently, Tom led innovation sprints with Newlab and New York City Economic Development Corporation, including the Resilient Energy Storage Studio and first Founder Fellowship cohort. He extended impact to Detroit, deploying energy pilot programs in partnership with Michigan Central. Tom accelerates decarbonization through multi-stakeholder coalition building, engaging regulatory agencies, community leaders, entrepreneurs, and utilities to advance resiliency.
His portfolio includes expanding nature-tech and nature-based solutions, sustainable investment activity, and air quality initiatives. Tom holds a Bachelor's degree in Business Administration with a Sustainable Urban Environments concentration from NYU Stern School of Business.
Project Description The Fellow will assist DCAS in establishing the nation's largest renewable diesel program for building heating, building on leadership in RD for NYC’s heavy-duty fleet. The Fellow will expand city-wide solar canopy & carport (charging) capacity across five boroughs, to service NY State’s largest electrified fleet.

The Fellow will expand city-wide solar canopy & carport (charging) capacity across five boroughs, to service NY State’s largest electrified fleet.
- Renewable Diesel Implementation: Key Inter-agency coordination with NYC (DOB, FDNY) & National (NORA, Clean Fuels Alliance) stakeholders during 2025 rollout. Serve as CARB liaison for feedstock monitoring and emission pathways for NYC. Expand learnings to NYS-mandated
- biodiesel expansion for heating. Monitor GHG reporting, compliance, cost-efficiency and program performance.
- Solar Canopy and Carport Solutions: Coordinate rollouts of solar canopies and carport charging solutions on two-year implementation timeline including inter-agency partnership, grants, contracts, and contractor oversight.
- Additional Market Research: Research emerging EV charging technologies & engage vendors. Cataloging & assessment of vendor presentations on sustainable fleet tech, building state-of-the-art knowledge hub.
